Background

Y-PEER Asia Pacific Centre (Y-PEER AP) is a youth-led regional network working to advance sexual and reproductive health and rights (SRHR), comprehensive sexuality education, youth leadership and meaningful participation of young people across Asia and the Pacific. Y-PEER AP works with national youth networks across the region through peer education, capacity building, advocacy, regional collaboration and youth-led initiatives.

As Y-PEER AP continues to grow, the network is seeking to strengthen its governance and institutional systems, national network coordination, leadership transition mechanisms, financial sustainability and legal/institutional status. As part of this process, Y-PEER AP will convene a Regional Governance and Sustainability Meeting with representatives of its national networks.

 

Objective of the Consultancy

Y-PEER AP is seeking an experienced consultant to serve as a technical resource person to support a youth-led process for strengthening the network’s governance, institutional systems and long-term sustainability.

The consultant will work closely with Y-PEER AP before, during and after the regional meeting, providing technical advice, facilitation, analysis and documentation support. Y-PEER AP and its national networks will lead the process and retain ownership of all key decisions, priorities and strategic directions.

 

Scope of the Assignment

The consultant will support Y-PEER AP in the following key areas:

  • Institutional and Governance Review: Review existing governance and institutional arrangements and identify key gaps, risks and opportunities for strengthening the network.
  • Regional Governance and Sustainability Meeting: Support the design and co-facilitation of the regional meeting and document key decisions and agreed actions.
  • Governance and Institutional Systems: Support the review of the Y-PEER AP Governance Charter and strengthen leadership, accountability, national network coordination, internal communication and knowledge-management systems.
  • Governance and Sustainability Strategy: Support the development of a practical 3–5-year Governance and Sustainability Strategy and Roadmap.
  • Resource Mobilisation and Financial Sustainability: Assess existing funding arrangements, map potential donors and partners, and develop a Resource Mobilisation and Financial Sustainability Plan.
  • Institutional Registration: Assess potential options for Y-PEER AP’s institutional registration in Thailand or another suitable country in the Asia-Pacific region and provide technical support for the agreed registration process.
  • Validation and Handover: Support validation and finalisation of all key outputs and provide a complete handover to Y-PEER AP.

1. Curriculum Vitae (CV): A current CV highlighting relevant qualifications and experience, including experience from similar assignments.

2. Technical Proposal: The technical proposal should demonstrate the applicant’s understanding of the assignment, proposed methodology and approach, including support to a youth-led participatory process, co-facilitation of the regional meeting, development of the Governance and Sustainability Strategy and Roadmap, resource mobilisation and financial sustainability, institutional registration support, and a proposed work plan and timeline.

3. Financial Proposal:The financial proposal should be all-inclusive and provide a clear breakdown of professional fees, travel and accommodation costs related to the regional meeting, other anticipated consultancy expenses, and applicable taxes or charges.
